this is definitely Capital One and in my opinion they've got excellent customer service they've taken care of me both times that I've had to call them and made me a very happy little camper

This is the legitimate phone number for Capital One. I think scam calls were simply using a fake caller ID to seem like they were from Capital One for fooling people. Try the bank help online to verify this is legit.
